Polar Vector Plots

Hi there,

I seem to revisit this in the ice diagnostics every year. I regularly
generate polar projection vector/contour plots of the sea ice velocities. I
have typically used the resource:

res@vcMinDistanceF = 0.018

but recently, this does not seem to be working as well for me. So I am
considering subsampling my data as an alternative:

uplot = uvel(::thin,::thin)
vplot = vvel(::thin,::thin)

where thin is 2 or 3. This doesn't really give me the desired result
either. I wondered what other people have done in this sort of example. I
also seem to be getting an interaction between vcMinDistanceF and
vcRefMagnitudeF, where I am losing all vectors north and south of 60N/S.
