Arrow on map?

Hi!

I have been trying to draw an arrow on a map without success. I have set
mpFillDrawOrder = "PreDraw", but the map still seems to cover my arrow.
Could it have something to do with the projection perhaps?

Below is my ncl script. Help will be greatly appreciated.
