Is there a way to have area filled continents show through a filled contour plot?

I'm wondering if it is possible to make filled contour plots semitransparent
such that filled continents can show through without covering the contour
fill.

I responded to this message personally, but I wanted to respond here.

The reason the Cygwin version of NCL doesn't contain the Udunits
functions is because in the past I was unable to get the Udunits
library to build under Cygwin.

It sounds like maybe the Udunits/Cygwin support is there, so I'll take
a look and try to get a version of NCL on Cygwin that has the Udunits
functions.
