Re: trouble with ncl utility programs

Both these utilities depend on having a version of csh available (could be tcsh or maybe there are others that would work, but they need to be soft-linked to /bin/csh). From the error message
I would guess that /bin/csh is not running correctly (or may not even exist). You could try just just executing
csh or /bin/csh at the command line. It probably won't work, but this should confirm the problem. If this is the case, then probably you can find help through cygwin channels.
I do note that on the cygwin install page (http://www.cygwin.com/install.html) it notes that "When installing packages for the first time, setup*.exe does not install every package."
Maybe you just need to specify csh (or tcsh) when you run install.
