trouble with ncl utility programs

I've installed cygwin/ncl on my windows 7 box. NCL seems to work just fine however I'm not able to use the following two utilities: ncl_convert2nc and ncl_filedump. When I execute at the cygwin command line I get the following error message:

bash: /usr/local/bin/ncl_filedump: /bin/csh: bad interpreter: Permission denied

Any advice?
