Dave,
I totally agree. I think pattern rasters would be quite useful in NCL.
I have struggled myself creating black and white figures in NCL
for publications that require + and - values, such as correlations or
difference maps in raster. I ended up using contrasting shades of
grey/black for correlation maps. You can see some examples in my paper
"Global Vegetation and Climate Changes Due to Future Increases in CO2
  as Projected by a Fully Coupled Model with Dynamic Vegetation"
at mmia.aos.wisc.edu/~notaro . I can email you the part of the code
needed
to make a b&w raster if interested.
