[1] You could generate the weights yourself using the SCRIP remapping at

     http://climate.lanl.gov/Software/SCRIP/

     Download the f90 code and use the "convertgauss.f".
     They provide an example of create T42 -> pop.

     This is probably the best approach.

[2] Yes, you could generate T42 [at the loss of some detail] from T62.
     I suggest linint2 [ or linint2_Wrap]
