NCL does have functions that will provide local min/max
for regular grids.

However, to my knowledge there is no function that
will track "some low pressure systems". [I doubt if
other software tools have functions for this either.]

IMHO ... you will have to manually extract the lat/lon
         of the low pressure systems of interest.
