Hi Yi-Hui,
Please see the attached Fortran file, which contains the code
that the NCL "smth9" function is based on.
Other NCL built-in functions like this can be found by downloading
the NCL source code off the ESG website, and then
looking in the directory ncl_ncarg-5.0.0/ni/src/lib/nfp for
the C wrappers to these Fortran sources (to see what the
name is of the corresponding Fortran function), and then in
ncl_ncarg-5.0.0/ni/src/lib/nfpfort for the Fortran sources.
