NCL has a command line operator ( ncl_convert2nc )that can be used to
convert GRIB1 or GRIB2 to netCDF.

Download version 5.1.1

I have no idea what you are going do do with the data
but I am also sure that NCL could do it directly
without the conversion to netCDF/
