How can I make high-resolution map with county boundaries of China£¿

Hi£¬
I'm an NCL user and I have an question to ask.The Earth..4 database doesn't have county boundaries of China.How can I add them by myself?Now I have a shapefile that contains the high-resolution boundaries I need.
