See examples 7 and 8 on the shapefile page:

http://www.ncl.ucar.edu/Applications/shapefiles.shtml

If you look at shapefiles_8.ncl, you'll see a "attach_shapefile_polyline" function. Copy this function to your own script, and then look at the "Main code" section of the example to see how it is called.
