Please see example 7 on the vector page:

The default is that the vector arrow is centered with respect to the grid, but you can change this to "ArrowHead" or "ArrowTail" using the vcPositionMode resource.

I double-checked the wrf_vector routine, and it doesn't change the value of this resource, so it should be "ArrowCenter" by default.
