A guess is that your NCARG_ROOT path was not set.

In your .profile or .bashrc or .cshrc,
use the appropriate setting:

export NCARG_ROOT=/cygwin/home/adm/NCL/bin
or
setenv NCARG_ROOT /cygwin/home/adm/NCL/bin
or
....
