I'm afraid we haven't done anything about this one, because it's not a highly-requested feature.
Right now, your best bet is to create your own legend, like example 7 at:
http://www.ncl.ucar.edu/Applications/legend.shtml#ex7
We have a ticket on this, for future reference, NCL-1629. I've added your
inquiry to it, so you will be contacted when/if we ever implement this request.
