The folks at NOAA provided information. It's actually on the same page where I
found their Java code.
As they said:
See http://www.ncdc.noaa.gov/oa/radar/jnx/, look for documentation links on
the left hand menu.
They have documentation in (.PDF and .DOC) formats explaining the file format
in great detail.
I hope this helps anyone else. I have a lot of reading to do ;-)
