Hi HK,

NCL does not have provincial boundaries within its map database. If you
wish to draw them, you need to provide NCL with the boundary
latitude/longitude information, and use gsn_polyline (or
gsn_add_polyline) to draw the boundaries manually. You can see examples
of doing this here (example 9):
