NCL's map

hello
    I want to get a high resolution map in China(includes only national,
provincial,city boundaries)for NCL. There's no such a map in NCL by default,
even after adding the data of RANGS_GSHHS. How can I update the NCL data for
my purpose? Or how can I add these boundaries to NCL's map，if I have the
file with the lon/lat of vertex of these boundaries？
