(I might've missed them, but I didn't see any responses to your query.)
In my mind the best way to do this would be to use the approach
illustrated in example #7 here:
http://www.ncl.ucar.edu/Applications/legend.shtml#ex7
This doesn't use any of the legend resources. Instead, it uses
gsn_text_ndc and gsn_polymarker_ndc...
