Also, I don't see the code where you are trying to add the arrows and
circles. Or, have you
not added this code yet?

Are you trying to add the arrows and circles to the inside of the
plot, or outside of it?

If you are trying to add the arrows and circles to the plots
themselves, I recommend using
gsn_add_polyline. There are some examples on the primitives example
page:

You are setting some resources for the gsn_panel call that don't make
sense.
These three resources only apply when you are creating individual
plots, and
not to the panel itself:

  resP@cnFillOn = True ; turn on color
   resP@tiXAxisString = " "
   resP@tiYAxisString = " "

These resources are being set after gsn_panel is called, so they're
having no effect.
You generally shouldn't be setting these for a panel plot anyway:

     resP@vpXF = 0.095
     resP@vpYF = 0.85
     resP@vpHeightF = 0.9 ; Make this second map smaller.
     resP@vpWidthF = 0.9

I'm not sure why you have this code:

        gsn_text_ndc(wks, "a)", .305, .85, xtres)
        gsn_text_ndc(wks, "b)", .75, .85, xtres)

        gsn_text_ndc(wks, "c)", .305, .47, xtres)
        gsn_text_ndc(wks, "d)", .75, .47, xtres)

It looks like you are trying to add figure strings to your gsn_panel
plots, but you can do this when you call gsn_panel by
using the gsnPanelFigureStrings resource. It appears you are already
setting this resource, so I'm not sure why you
have these additional gsn_text_ndc calls.
