I don't have enough information to answer this question.

What format is your map file in? We have some examples of drawing map
outlines
that were read in from an ASCII file. See examples 9 and 11 at:

http://www.ncl.ucar.edu/Applications/polyg.shtml

If your data is in a shapefile, then you can see some examples of
reading
data from a shapefile and plotting it at:

http://www.ncl.ucar.edu/Applications/shapefiles.shtml

I'm not sure what you mean by not needing the lines outside the map
file.
Do you mean that you don't want the contour lines to go beyond the area
where you are drawing the map? How are you reading in the data for
the contours?
