Wee-Beng,

You will be unable to run the precompiled NCL for Cygwin if you don't upgrade your Cygwin. You will need to build NCL from source code.

Is there a reason you can't upgrade Cygwin? Usually this just involves downloading a new "setup.exe" and running it. It will be able to detect automatically which libraries and software need to be upgraded.
