NCL png driver

Hi Mary, Dave and Dennis,

As discussed in the Zurich workshop, I checked out the possibilities of the new png driver to produce directly png plots from NCL, which is a highly desirable feature for our operational production of thousandsjavascript:SetCmd(cmdSend); of plots.

1) Efficiency
-------------

It appears that while the png driver now produces really high quality png plots it is still considerably slower than producing ps and converting it with convert. The sample scripts under
http://www.upwind.ch/guest_ftp/png-ps.tar.gz can be used to compare both production techniques to produce two png plots of comparable sizes.

2) Controlling the png output
-----------------------------

It would be nice if one could specify the wkDeviceLowerX, wkDeviceUpperX, wkDeviceLowerY, wkDeviceUpperY resources for the png workstation, analogous to what is possible for the ps and pdf drivers. Then one would have to freedom to "blow up" the NDC coordinate system and to place the plot anywhere in the png space and could thus control also the margins.

Could you please try to figure out if and how these two issues could be solved
