I guess it depends on how you are drawing your legend. You might
check out example polyg_8.ncl at:

http://www.ncl.ucar.edu/Applications/polyg.shtml

In this example, the legend is explicitly positioned, drawn, and
labelled. The same draw-the-markers-twice technique could be applied.
