For the first question, you can try setting

   res@gsnYAxisIrregular2Linear = True

For an example, see example 1 at:

http://www.ncl.ucar.edu/Applications/axes.shtml

For the second question, set:

   res@trYMinF
   res@trYMaxF

to whatever values you want for the Y axis.
