Hi,

I also could not get things to work following the directions on our
web page. However, I did get things to work using ncl2.vim (I didn't
try ncl1.vim) and using the directory structures specified at this
site:

http://vim.wikia.com/wiki/Creating_your_own_syntax_files

Notice in particular whereas our web page indicates placing a couple
of config commands in .vimrc, this external site has you place them
in .vim/ftdetect/ncl.vim

My version of vim is 7.3

Looks like we may need to review and possibly revise our own
instructions.
