Hi Wee-Beng,

I'm afraid you can't do this kind of plot with NCL just yet.

I believe you can do this with NCAR Graphics, but then you have to
write a C or Fortran program, and I don't have any examples to
demonstrate this.

The WRF-VAPOR work that is going on right now allows you to take NCL
images and insert them into a 3D VAPOR scene. See:

This is not what you are asking about, but I wanted to show you
something that was similar.
