Your PDF file was cut short so I couldn't view it. By polar coordinates, do you mean you want a circular plot like what you see at:

http://www.ncl.ucar.edu/Applications/radar.shtml

If so, please refer to these examples, possibly radar_3.ncl. You can then use gsn_add_polyline and gsn_add_polymarker to add your own lines and markers.

As for adding color labels to a wind rose plot, please see our wind rose page, and example rose_5.ncl:
