Description of skewt_func.ncl functions

skewt_func.ncl contains two functions, written in NCL, for generating Skew T plots. These functions were donated to NCL.

Using these functions requires that the gsn_code.ncl and gsn_csm.ncl be loaded prior to loading skewt_func.ncl.
